New Pavement Licence 2025.
Overview

This public notice from Cherwell District Council is making a new policy now available for residents and businesses to comment. The Regulatory Services Team - Licensing, drafted the New Pavement Licensing Policy, referring to tables and chairs licence, available.
The Council’s current version is contained within the Council’s Street Trading policy, however, this new draft, will no longer be part of the combined Cherwell District Council Street Trading Policy, instead standing on its own.
Our Street Trading Policy was last reviewed in 2019, and with this update it will remain current. Several amendments have been proposed, with this draft policy now reflecting the Levelling Up and Regeneration Act 2023, which makes the pavement licensing regime permanent, opposed to when it was first introduced under the Business and Planning Act 2020.
This new Pavement Licence allow premises such as cafés’, bars and restaurants’ licence holders to place removable furniture outside of their premises on a public pavement. Licenses help ensure tables and chairs are properly located and managed, and do not obstruct the highway or create a hazard for pedestrians, in a broader environment.
