New Mobile Homes Licensing Policy Feedback 2026
Overview
A public consultation is being held to allow residents and businesses to comment on the Council’s draft Mobile Homes Licensing Policy.
Mobile homes are managed and licensed by local councils under the Mobile Homes Act 2013 and the Caravan Sites and Control of Development Act 1960. The new Mobile Homes Licensing Policy represents a significant update to the Council’s current Mobile Homes Policy, adopted in 2015, which is limited in scope and primarily focused on fees. The draft policy reflects important legislative changes introduced since then, including the Mobile Homes (Requirement for Manager of Site to be Fit and Proper Person) (England) Regulations 2020.
The updated policy provides a more comprehensive framework for the regulation of mobile home sites, incorporating clearer processes for licensing and enforcement. It introduces new requirements for assessing site owners and managers as “fit and proper persons” and establishes a public register of those individuals.
